He joined the Penticton Knights of the tier-II British Columbia Junior Hockey League ( BCJHL ) in the 1982 – 83 season where he scored 48 goals in 50 games.

During his bantam year Joe appeared in six games for the Junior B St. Thomas Stars of the Ontario Hockey Association ( OHA ), scoring 8 points in six games as a 14 year old.

Prior to his NHL career, Luongo played in the Quebec Major Junior Hockey League ( QMJHL ) for the Val-d ' Or Foreurs and the Acadie-Bathurst Titan, winning back-to-back President's Cups and establishing the league's all-time playoff records in games played and wins.

He was a member of the 8th place Canadian junior team at the 1998 World Junior Hockey Championship, finishing second in team-scoring with three points in seven games.

The club fields junior teams each Saturday in the Eastern District Junior Basketball Association ( EDJBA ), with home games played at the basketball stadium of Box Hill High School.
