Facing its garden front on its Merrion Square side, stands a large triangular monument commemorating three founding figures of Irish independence, President of Dáil Éireann Arthur Griffith, who died in 1922, Michael Collins and Kevin O ' Higgins, the Chairman of the Provisional Government and the Vice-President of the Executive Council ( deputy prime minister ), both of whom were assassinated, in 1922 and 1927 respectively.

However the assassination of the Vice-President of the Executive Council, Kevin O ' Higgins, led the Cumann na nGaedheal government under W. T. Cosgrave to introduce a law requiring all Dáil candidates to promise that they would take the Oath.

Healy was the uncle of Kevin O ' Higgins, the Vice-President of the Executive Council and Minister for Justice in the new Free State.

However, this idea was never really embraced by later separatist leaders, especially Michael Collins, and never came to anything, although Kevin O ' Higgins toyed with the idea as a means of ending partition, shortly before his assassination.

An obelisk erected in 1950 in the grounds of Leinster House commemorates Griffith, as well as Michael Collins and Kevin O ' Higgins.

According to Kevin O ' Higgins, the Minister for Justice, " we were the most conservative group of revolutionaries ever to have carried out a successful revolution ".

These powers were used after the IRA assassinated Minister Kevin O ' Higgins ( in revenge for the executions during the Civil War ) in 1927 after which several hundred IRA suspects were interned.

However, they entered the parliament in 1927, in part to disassociate themselves from the killing of Kevin O ' Higgins.
