Léon Walras, one of the founders of the neoclassical school of economics who helped formulate the general equilibrium theory, argued that free competition could only be realized under conditions of state ownership of natural resources and land.

The neoclassical economist Léon Walras believed that a socialist economy based on state ownership of land and natural resources would provide a means of public finance to make income taxes unnecessary.

A wave of economists in the late 19th century — Francis Edgeworth, William Stanley Jevons, Léon Walras, and Vilfredo Pareto — built mathematical models on these assumptions.
