The Xiang Army and its successor, the Huai Army ( 淮軍 ), created by Zeng Guofan's colleague and student Li Hongzhang, were collectively called the " Yongying " ().

Several western sources reported that the Qing dynasty Imperial Chinese military under the direction of Li Hongzhang acquired " Electric torpedoes ", which were deployed in numerous waterways along with fortresses and numerous other modern military weapons acquired by China.

Yuan took the side of the pro foreign faction in the Imperial Court, along with Prince Qing, Li Hongzhang and Ronglu, he refused to side with the Boxers and attack the Eight Nation Alliance forces, joining with other Chinese governors who commanded substantial modernized armies like Zhang Zhidong not participating in the Boxer Rebellion.

The Imperial Government could not call in the support of most of China's armies, who were under the command of these pro western Governors like Zhang Zhidong and Li Hongzhang.

Prince Qing, Ronglu, and Li Hongzhang made up the pro foreign faction at the Imperial Court.

However, a number of regional governors including Li Hongzhang and Zhang Zhidong quietly refused to cooperate.

At the peace conference between Imperial Japan and Qing Dynasty, Li Hongzhang and Li Jingfang, the ambassadors at the negotiation desk of Qing Dynasty, originally did not plan to split Taiwan away from the Mainland because they also realised Taiwan ’ s great location for trading with the West.

By the final stage of the conference, while Li Hongzhang agreed to the transfer of full sovereignty of the Penghu islands and the eastern portion of the bay of Liaodong Peninsula to Imperial Japan, he still refused to hand over Taiwan.

The Li ( 黎 ; pinyin: Lí ) or Hlai are a minority ethnic group, the vast majority of whom live off the southern coast of mainland China on Hainan Island, where they are the largest minority ethnic group.
