Though Anastasia never admitted to having a hand in the Mangano murders, he managed to convince the heads of the other families that Vincent Mangano had been plotting to have him killed, a claim backed up by Frank Costello, the acting boss of the Luciano crime family.

While the Mafia had abolished the title of " boss of bosses ," Gambino's position afforded him the powers such a title would have carried, as he was now the boss of the largest, wealthiest, and most powerful crime family in the country and was the head of The Commission, a position only Luciano had held before Gambino.

Also in 1921, Brooklyn gang boss Joseph Masseria recruited Luciano as one of his gunmen.

Luciano soon become a top aide to Brooklyn crime boss Giuseppe Masseria.

With the death of Maranzano, Luciano became the dominant organized crime boss in the United States.

Luciano continued to run the Luciano crime family from prison, relaying his orders through acting boss, Vito Genovese.

Luciano appointed Consigliere Frank Costello as the new acting boss and the overseer of Luciano's interests.

In the meeting, Genovese tried to convince Luciano to become a titular boss of bosses and let Genovese run everything.

By 1957, Genovese felt strong enough to move against Luciano and his acting boss in New York, Frank Costello.

Carlo Gambino was the only other boss besides Luciano to have complete control of the Commission and virtually every Mafia family in the United States.

For being the Mafia hegemon in the era of landmark mobsters like Albert Anastasia, Frank Costello, Meyer Lansky, Bugsy Siegel, Tommy Lucchese, Carlo Gambino, and Vito Genovese, all of whom he led, Luciano is considered by many to have been the most powerful American Mafia boss of all time.

He was assassinated by a younger faction led by Lucky Luciano, who established a power-sharing arrangement rather than a " boss of bosses " to prevent future wars.

In 1922, Costello, Luciano, and their closest Italian associates joined the Sicilian Mafia crime family led by Joe " the Boss " Masseria, a top Italian underworld boss.

In May 1929, Costello, Luciano, Torrio, Lansky, and Atlantic City / South Jersey crime boss, Enoch " Nucky " Johnson hosted a crime convention in Atlantic City, New Jersey.

Luciano then appointed Costello as acting boss.

With Genovese exiled to Italy also, Costello remained boss of the Luciano crime family.
