The Broadway Surface Railroad's Broadway Line, a cable car line, opened on lower Broadway ( below Times Square ) in 1893, and soon became the core of the Metropolitan Street Railway, with two cable branches: the Broadway and Lexington Avenue Line and Broadway and Columbus Avenue Line.

He established the Underground Electric Railways Company of London to take control of the Metropolitan District Railway and the part built Baker Street & Waterloo Railway ; Charing Cross, Euston and Hampstead Railway ; and Great Northern, Piccadilly and Brompton Railway.

The origins of the Metropolitan line lie with the Metropolitan Railway, the world's first underground railway, opening in 1863 between Paddington and Farringdon Street, to connect the relatively remote terminus of Paddington with the City.

The Metropolitan Railway branched out to the suburbs from Baker Street, reaching Harrow in 1880, and eventually as far as, over from the centre of London.

An extension at the southern end of the line to Camberwell and Denmark Hill was proposed and approved in 1931 as part of the London Electric Metropolitan District and Central London Railway Companies ( Works ) Act, 1931.
