Neves won the election of 15 January 1985, but on the eve of taking the oath he became severely ill. Sarney assumed office as acting president until Neves died on 21 April, then he formally became the first civilian president in 21 years.

Those politicians believed that, since Sarney had been elected Vice-President only virtue of the election of his running mate as President ( each member of the Electoral College cast one vote only, for President, and the choice of President carried with it the automatic selection of the ticket's running mate as Vice-President ) Sarney could only take office as Vice-President together with Neves.

He stepped down as PAICV President in 2000 in preparation for a presidential bid in the next year's election and he was succeeded by Neves.

As a candidate for the party leadership at PAICV's September 1997 congress, he faced Pedro Pires ; Pires defeated Neves in the leadership election, winning 68 % of the vote.

In May 2000, Neves — then serving as President of the Santa Catarina Town Council — announced that he would seek the PAICV presidency again at the June 2000 party congress ; Pires was leaving the PAICV presidency in anticipation of his candidacy in the next year's national presidential election.

That caused his PDS party ( as the current PP was known at the time ) to splinter into the PFL, a move that made good the mutual alienation between the ruling military scheme and its civilian base, something which resulted in the election of oppositional candidate Tancredo Neves.

In January 1985 the process of negotiated transition towards democracy reached its climax with the election of Tancredo Neves of the PMDB party ( the party that had always opposed the military regime ), as the first civilian president since 1964.

Neves was the opposition candidate to succeed President João Baptista de Oliveira Figueiredo.

Marcelo José das Neves Alves Caetano,,, also spelled Marcello Caetano (; Lisbon, 17 August 1906 – Rio de Janeiro, Brazil, 26 October 1980 ), was a Portuguese politician and scholar, who was the last prime minister of the Estado Novo regime, from 1968 until his overthrow in the Carnation Revolution of 1974.

However, on March 14, on the last day of his predecessor's term and on the eve of his own inauguration, Neves became severely ill, requiring immediate surgery.

On April 21, 1985, the Brazilian people witnessed the death of Tancredo Neves, the last president not elected directly by the people since the beginning of the dictatorial government.

He agreed to run for Vice-President on the ticket of Tancredo Neves, of PMDB, formerly the opposition party to the military government.

Goulart was overthrown by a coup in 1964 and Neves, who had up to that point been considered a moderate politician, became an opponent to the military regime in the Brazilian Democratic Movement ( MDB ).

But the campaign was defeated by a vote in Congress that rejected an amendment calling direct elections for next year, and, in 1985, a civilian president, Tancredo Neves, was elected by the same indirect procedure, with Lula's support.

There was some partisanship in this line of thought, since both Neves and Guimarães were members of the same party, and Sarney was not ; he had been a supporter of the Military, and only recently had joined the coalition to defeat the military's candidate in the electoral college.

The challenge to Sarney's inauguration was short-lived, however, because in the early hours of inauguration day Guimarães himself stated that he believed that Sarney had the right to be inaugurated even without Neves.
