Kotlikoff suggests commercial banks only became involved with CDOs, SIVs, and other “ risky products ” after Glass-Steagall was “ repealed ,” but he rejects Glass-Steagall reinstatement ( after suggesting Paul Volcker favors it ) as a “ non-starter ” because it would give the “ nonbank / shadow bank / investment bank industry ” a “ competitive advantage ” without requiring it to pay for the “ implicit ” “ lender-of-last-resort ” protection it receives from the government.
