Under United States control after 1848, when the United States defeated Mexico in the Mexican-American war, the harbor was greatly improved and expanded under the guidance of Phineas Banning and John Gately Downey, the seventh governor of California after the Free Harbor Fight.

Phineas Banning acquired the land that would become Wilmington from Manuel Dominguez, heir of the original concession holder Juan Jose Dominguez, in 1858 to build a harbor for the city of Los Angeles.

It was named by “ Father of the Harbor ” Phineas Banning after his Delaware birthplace.

Phineas and Rebecca had eight children, of which three survived into adulthood — William Banning ( 1857 – 1946 ), Joseph Brent Banning ( 1862 – 1920 ), and Hancock Banning ( 1865 – 1925 ).

Family life was relatively stable in the Banning household, and Phineas was a doting, if distant father to his three boys, who grew up around the expanding docks in San Pedro.

Phineas and Mary had three children, two of which survived to adulthood — Mary H. Banning ( 1871 – 1953 ) and Lucy Tichenor Banning ( 1873 – 1929 ).

Phineas Banning died at age 54 at the Occidental Hotel in San Francisco.
