Today, the spotlight is once again trained on Puyao whose spirit lives on in one of his great grandsons who, it is hoped, will continue to build on the achievements of his illustrious ascendant as he leads the charting of a new course for Balbalan — and perhaps for Kalinga in the near future — in a new era of governance.

Puyao did not run for office during the first local elections in the area in 1934, and was succeeded by Awingan.

Although they succeeded around the mid-1800s in establishing a telegraph station in Balbalasang ( where, incidentally, they appointed the noted Banao leader Juan Puyao as a gobernadorcillo or councillor ) and subsequently hacking out an Ilocos-Abra-Kalinga-Cagayan trail, they failed to establish a total politico-military foothold in Kalingaland ( cf.

Among these municipal chiefs was Puyao who served in that capacity for close to 24 years under five subprovincial chief executives: Walter F. Hale ( 1907 – 1915 ), Alex F. Gilfilan ( 1915 ), Samuel E. Kane ( 1915 – 1919 ), Tomas Blanco ( 1918 – 1923 ), and Nicasio Balinag ( 1923 – 1936 ).

The present leadership of Balbalan has special significance to those who feared that the death of Juan Puyao in 1948 meant the end of his political bloodline.

The late Juan Puyao was not only recognized as a prominent leader in his own Balbalan corner but also in the whole Kalinga as well as the whole undivided Mountain Province.

Since his demise in 1948 to the present ( 1982 ) no one among the descendants of the late Ex-President Juan Puyao has gained the limelight in Kalinga leadership.

A barangay is headed by a Barangay Captain, who is also the presiding officer of the Barangay council ( Sangguniang Barangay ).

The Barangay Council is composed of seven Barangay Kagawads.

A similar unit called a Youth Council ( Sangguniang Kabataan ) is headed by an SK Chairperson with a similar rank to a Barangay KAGAWAD.

The Barangay Justice System or Katarungang Pambarangay is composed of members commonly known as " Lupon Tagapamayapa " ( Justice of the peace ).

Their function is to conciliate and mediate disputes at the Barangay level so as to avoid legal action and relieve the courts of docket congestion.

An example is Barangay Ginebra, the name of supporters of the Ginebra San Miguel basketball team.

A municipality is governed by a municipal mayor who is the executive officer, and a legislature which is the Municipal Council or Sangguniang Bayan and is composed of the vice-mayor ( bise-mayor ) who serves as chairman, eight councilors ( kagawad or konsehal ), the Sangguniang Kabataan ( SK ) or Youth Council chairman, and the Liga ng mga Barangay or League of Barangays chairman.

It is among the biggest producers of Rice and Sugarcane notably grown in Hacienda Luisita in Barangay San Miguel, Tarlac City which is owned by the Cojuangco Family.

Tore, Cebu's second highest peak, is located in Catmon, situated in Barangay Cambangkaya.

The highest percentage changes in population from 1995-2004 was exhibited in Barangay Perez, Pitpitan, Sta.

Among the sixteen ( 16 ) barangays of Compostela, Barangay Poblacion being the only urban barangay has the highest number of population with 18, 328 or 29. 72 percent of the municipality ’ s total population ; it is followed by Barangay Ngan ( 11. 19 percent ) and Barangay San Miguel ( 7. 17 percent ).

The highest point of elevation at 543 feet above sea level located at the northeast portion of Barangay Purnaga, which has slopes of 18 percent and above ( Figure 4 ).

Tago ’ s total population is 29, 721 ( NSO ; 2000 ) with Barangay Purisima posting the highest at 5, 902 ( 20 %) followed by Gamut at 2, 104 ( 7 %).

But because of out-migration arising from lack of job opportunities, it had gone down to 1. 86 % between the periods 1995 and 2000. ( This area being identified and referred to, is known and occupied by Barangay Parara Sur and Barangay Parara Norte in Tigbauan, Iloilo.

On the morning of 31 December 2007, ten fireworks stores burned in Barangay Turo, Bocaue, causing a series explosions within the area, injuring 7 persons.

Barangay Elefante, which was the bivouac area of the elements of the “ M ” Company, 121st Infantry Regiment, Philippine Commonwealth Army, USAFIP NL, suffered the worst atrocities.

Barangay Bulalaan is the largest Barangay with land area of 8, 988 hectares and Barangay Poblacion has the smallest land area with only 0. 82 square kilometer.
