Prem Kumar Sahgal, an officer of the INA once Military secretary to Subhas Bose and later tried in the first Red Fort trials, explained that although the war itself hung in balance and nobody was sure if the Japanese would win, initiating a popular revolution with grass-root support within India would ensure that even if Japan lost the war ultimately, Britain would not be in a position to re-assert its colonial authority, which was ultimately the aim of the INA and Azad Hind.

Kalam was elected the President of India in 2002, defeating Lakshmi Sahgal and was supported by both the Indian National Congress and the Bharatiya Janata Party, the major political parties of India.

Lakshmi Sahgal ( or Sehgal ) (;; 24 October 1914 – 23 July 2012 ) was a revolutionist of the Indian independence movement, an officer of the Indian National Army, and the Minister of Women's Affairs in the Azad Hind government.

Sahgal is commonly referred to in India as Captain Lakshmi, a reference to her rank when taken prisoner in Burma.

Sahgal was born Lakshmi Swaminathan in Madras ( now known as Chennai ) on October 24, 1914 to S. Swaminathan, a lawyer who practiced criminal law at Madras High Court and A. V.

Sahgal chose to study medicine and received an MBBS degree from Madras Medical College in 1938.

In 1942, during the surrender of Singapore by the British to the Japanese, Sahgal aided wounded prisoners of war, many of whom who were interested in forming an Indian liberation army.

In 1971, Sahgal joined the Communist Party of India ( Marxist ) and represented the party in the Rajya Sabha.

In 2002, four leftist partiesthe Communist Party of India, the Communist Party of India ( Marxist ), the Revolutionary Socialist Party, and the All India Forward Blocnominated Sahgal as a candidate in the presidential elections.

Sahgal married Colonel Prem Kumar Sahgal in March 1947 in Lahore.

According to Ali, Sahgal was an atheist.

In 1998, Sahgal was awarded the Padma Vibhushan by Indian president K. R. Narayanan.

The Secretary of Defense, by DOD Directive 5025. 12, 22 August 1989, Standardization of Military and Associated Terminology, has directed its use throughout the Department of Defense to ensure standardization of military and associated terminology to those who need to know.

Only the Secretary of Defense ( or the President ) can authorize the transfer of operational control of forces between the three Military Departments ( Departments of the Army, Navy & Air Force ) and the currently nine Combatant Commands ( Africa Command, Central Command, European Command, Northern Command, Pacific Command, Southern Command, Special Operations Command, Strategic Command, Transportation Command ), and between the Combatant Commands.

The Act split the War Department into the Department of the Army and the Department of the Air Force, each with their own Secretary, and created a sui generis National Military Establishment led by a Secretary of Defense.

To address this and other problems, the National Security Act was amended in 1949 to further consolidate the national defense structure in order to reduce interservice rivalry, directly subordinate the Secretaries of the Army, the Navy and the Air Force to the Secretary of Defense in the chain of command, and rename the National Military Establishment to the Department of Defense as one Executive Department.

Furthermore, the Secretary has several statutory responsibilities under the Uniform Code of Military Justice ( UCMJ ) with respect to the administration of the military justice system for the Navy & the Marine Corps, including the authority to convene general courts-martial and to commute sentences.

The Act merged the Department of War and the Department of the Navy into the National Military Establishment, headed by the Secretary of Defense.

Mao was passed over for the position of General Secretary by Zhang Wentian, but gained enough influence to be elected one of three members of Military Affairs Commission.
