The seismic survey was part of the National Seabed Survey which has been ongoing for four years.

* Seabed gouging by ice, when floating ice ( such as an iceberg ) drifts across isobaths and comes into contact with the seabed.

Seabed gouging by ice is an eminently discreet phenomenon: little sign of it can be observed from above the water surface – the odd evidence includes sea floor sediments incorporated into the ice ( Weeks 2010, p. 391 ).

The Convention also established the International Seabed Authority, with responsibility for the regulation of seabed mining beyond the limits of national jurisdiction, that is beyond the limits of the territorial sea, the contiguous zone and the continental shelf.

It is also the first time that statutory protection has been given to a marine area as a result of proposals being developed at a grassroots level ; in this case after a long campaign by the Community of Arran Seabed Trust ( C. O. A. S. T.

The International Seabed Authority ( ISA ) (, ) is an intergovernmental body based in Kingston, Jamaica, that was established to organize and control all mineral-related activities in the international seabed area beyond the limits of national jurisdiction, an area underlying most of the world ’ s oceans.

The advisory opinion was issued in response to a formal request made by the International Seabed Authority following two prior applications the Authority's Legal and Technical Commission had received from the Republics of Nauru and Tonga regarding proposed activities ( a plan of work to explore for polymetallic nodules ) to be undertaken in the Area by two State-sponsored contractors ( Nauru Ocean Resources Inc. ( sponsored by the Republic of Nauru ) and Tonga Offshore Mining Ltd. ( sponsored by the Kingdom of Tonga ).

It was also agreed to review the Foreshore and Seabed Act 2004 and to consider Māori representation in a wider constitutional review which began in 2010.

This law, the Foreshore and Seabed Act, was enacted on the 24 November 2004.

On the 18th of November 2004, the Labour / Progressive government passed the Foreshore and Seabed Act, which declared that the land in question was owned by the Crown.

While the Foreshore and Seabed issue was central to his visit, discussions also related to Treaty of Waitangi settlements, and economic, social and cultural rights generally.

It was highly critical of the Government in a number of areas, including the Foreshore and Seabed Act, which it recommended should be repealed or significantly amended.

In recreating the legal status before the Foreshore and Seabed Act was passed, however, the bill is reported to vest ownership of the foreshore and seabed in the Crown.

The first foreshore and Seabed agreement was ratified on 31 October 2008.

IN his first term he was elected chair of the special select committee of the House of Parliament created to examine and report on the Maori Fisheries Act 2004, the Foreshore and Seabed Act 2004 and the Guardians of Fiordland legislation.

Following a change of government with the election of National in November 2008, the Green Party continued to call for repeal of the Foreshore and Seabed Act 2004.

Seabed scouring by ice should also be distinguished from another scouring mechanism: the erosion of the sediments around a structure due to water currents, a well known issue in ocean engineering and river hydraulics ( e. g. Annandale 2006 ) – see bridge scour.

In October 2006, Tariana Turia introduced a Private Member's Bill designed to repeal the Foreshore and Seabed Act.

The Secretariat of the International Seabed Authority is facilitating these activities by creating and maintaining an ongoing list of opportunities for scientific collaboration, including research cruises, deep-sea sample analysis, and training and internship programmes.

Aside from its provisions defining ocean boundaries, the convention establishes general obligations for safeguarding the marine environment and protecting freedom of scientific research on the high seas, and also creates an innovative legal regime for controlling mineral resource exploitation in deep seabed areas beyond national jurisdiction, through an International Seabed Authority and the Common heritage of mankind principle.

On February 1, 2011, the Seabed Disputes Chamber of the International Tribunal for the Law of the Sea ( ITLOS ) issued an advisory opinion concerning the legal responsibilities and obligations of States Parties to the Convention with respect to the sponsorship of activities in the Area in accordance with Part XI of the Convention and the 1994 Agreement.

Exploitation of mineral resources in the extended continental shelf is reserved right for the coastal state, but it has to pay tax over these activities to the International Seabed Authority ( UNCLOS, Art.

This initiative eventually resulted in the adoption ( 1982 ) of the United Nations Convention on the Law of the Sea and the establishment ( 1994 ) of the International Seabed Authority, with responsibility for controlling all deep-sea mining in international areas.

The International Seabed Authority Endowment Fund promotes and encourages the conduct of collaborative marine scientific research in the international seabed area through two main activities:

Attorney General Qoriniasi Bale told the Lau Provincial Council that the government had a team of experts preparing a case to be taken to the United Nations International Seabed Authority, which is based in Jamaica.

* 1971 – Eighty-seven countries, including the US, UK, and USSR, sign the Seabed Treaty outlawing nuclear weapons on the ocean floor in international waters.

In 2006 the Authority established an Endowment Fund to Support Collaborative Marine Scientific Research on the International Seabed Area.

An advisory panel will evaluate all incoming applications and make recommendations to the Secretary-General of the International Seabed Authority so successful applicants may be awarded with Fund assistance.

The five surrounding Arctic countries, Russia, Canada, Norway, Denmark ( via Greenland ), and the United States ( via Alaska ), are limited to a exclusive economic zone around their coasts, and the area beyond that is administered by the International Seabed Authority.

" This provision contrasts with the rejected Convention on the Regulation of Antarctic Mineral Resource Activities, which would have allowed mining under the control and taxation of an international managing body similar to the International Seabed Authority.

It establishes an International Seabed Authority ( ISA ) to authorize seabed exploration and mining and collect and distribute the seabed mining royalty.

It mandated that key articles, including those on limitation of seabed production and mandatory technology transfer, would not be applied, that the United States, if it became a member, would be guaranteed a seat on the Council of the International Seabed Authority, and finally, that voting would be done in groups, with each group able to block decisions on substantive matters.
