Seventeen states ( California, Colorado, Connecticut, Florida, Georgia, Idaho, Maryland, Minnesota, Nebraska, North Carolina, Oregon, Pennsylvania, Rhode Island, Utah, Virginia, Wisconsin, West Virginia, and the District of Columbia ) allow residents to purchase and use non-aerial and non-explosive fireworks like novelties, fountains and sparklers.

The Seventeen Provinces were a personal union of states in the Low Countries in the 15th century and 16th century, roughly covering the current Netherlands, Belgium, Luxembourg, a good part of the North of France ( Artois, French Flanders ), and a small part of Western Germany.

It has evolved from the representative government of the Seventeen Provinces, later of the United Provinces, which was also called states general.
