Born in Mickley, Northumberland, the son of a miner, Stokoe began his footballing career at Newcastle United, signing for them in 1947 and playing the first of 287 games, usually as centre-half, on Christmas Day 1950 against Middlesbrough, a game in which he also scored.

In the 1960s linguist William Stokoe created the first writing system for a sign language, the so-called Stokoe notation, which he designed specifically for ASL.
William Stokoe, known by many as the father of American Sign Language linguistics, disagreed that the emergence of ISN is evidence of a language acquisition device.

However, Sunderland were relegated the following season back into Division Two, without their FA Cup Final winning manager Bob Stokoe, who had resigned because of health problems at the start of the season.

Several Border pipe tunes, including The English Black and the Grey, Bold Wilkinson and Galloping over the Cowhill, were copied in the 19th century by John Stokoe from the mid-18th century John Smith MS, now lost, from Northumberland.
Between spells at Carlisle, Stokoe managed Blackpool from 1970 – 1972.
