Berlin's executive body is the Senate of Berlin ( Senat von Berlin ).

The Senate of Berlin consists of the Governing Mayor ( Regierender Bürgermeister ) and up to eight senators holding ministerial positions, one of them holding the official title " Mayor " ( Bürgermeister ) as deputy to the Governing Mayor.

Due to increasing growth rates and tax revenues, the Senate of Berlin calculates an increasing budget surplus in 2008.

However, the Berlin event was cancelled in February because the Senate of Berlin did not issue the necessary permits at that time.

The Berlin Senate then chose to divide the area into four parts, each to be sold to a commercial investor, who then planned new construction according to Hilmer & Sattler's masterplan.
