The introduction in 1989 by the Thatcher-led Conservative government of the Community Charge ( widely known as the Poll Tax ), one year before the rest of the United Kingdom, contributed to a growing movement for a return to direct Scottish control over domestic affairs.

The Community Charge was a poll tax to fund local government in the United Kingdom, instituted in 1989 by the government of Margaret Thatcher.

Her replacement, John Major, replaced the Community Charge with the Council Tax, similar to the rating system that preceded the Poll Tax.

The change from a progressive local taxation based on property values to a single-rate form of taxation regardless of ability to pay ( the Community Charge, but more popularly referred to as the Poll Tax ), led to widespread refusal to pay and to incidents of civil unrest, known colloquially as the ' Poll Tax Riots '.

On March 31, 1990, some 200, 000 people amassed at Kennington Park to march upon Trafalgar Square, in protest against the Community Charge.

Terry Fields, Labour MP for Liverpool Broadgreen and Militant Tendency supporter, was jailed for sixty days for refusing to pay his Community Charge.

On 27 June 2001, the Intelligence Services Act 2001 ( ISA ) was introduced into Parliament by then Minister for Foreign Affairs Alexander Downer, which proposed significant changes to the Australian Intelligence Community ( AIC ).
