The IPP evolved out of the Home Rule League founded by Isaac Butt after he defected from the Irish Conservative Party in 1873, to gain a limited form of freedom from Britain in order to protect and control Irish domestic affairs in the interest of the Protestant landlord class, after William Ewart Gladstone and his Liberal Party came to power in 1868 under his slogan Justice for Ireland, when Irish Liberals gained 65 of the 105 Irish seats at Westminster.

The linking of conscription and Home Rule outraged the Irish nationalist parties at Westminster, ( including the IPP, AFIL and others ) who walked out in protest and returned to Ireland to organise opposition.
The collapse of the IPP in 1918, and the electoral success of Sinn Féin, saw a more radical nationalism appear that was out of step with the moderation of the Journal.

From 1882 – 1918 most Irish MPs were members of the Irish Parliamentary Party ( IPP ) who strove in several Home Rule Bills to achieve self-government for Ireland within the United Kingdom through the constitutional movement for reform.
The IPP strove for Home Rule, that is self-government for Ireland within the United Kingdom and were supported by most Catholics in Ireland.
This was due to the perceived failure to have Home Rule implemented when the IPP resisted the partition of Ireland demanded by Ulster Unionists in 1914, 1916 and 1917, but also popular antagonism towards the British authorities created by the execution of most of the leaders of the 1916 rebels and by their botched attempt to introduce Home Rule linked with military conscription in Ireland ( see Conscription Crisis of 1918 ).
* The IPP led by leaders such as John Dillon, who had been in public office since the 1880s, were largely older moderate politicians, campaigning for All-Ireland Home Rule since Charles Stewart Parnell ’ s time, and now pressing for the implementation of the 1914 Act and a constitutional solution to have Ulster included in a Dublin parliament.
The Labour Party, however, decided not to participate in the election, fearing that it would be caught in the political crossfire between the IPP and Sinn Féin ; it thought it better to let the people make up their minds on the issue of Home Rule versus a Republic by having a clear two-way choice between the two nationalist parties.

In the 1885 general election Parnell ’ s IPP Home Rulers had 86 seats, the 335 seats for the Liberals robbing him of his bargaining position with the Conservatives who only achieved 249 seats.
Redmond ’ s IPP now with 82 seats, at first delighted until the Liberals backed down on Home Rule, knowing it had no chance in the Lords.
Home Rule ’ s prominent figurehead John Redmond died in March 1918 at the close of the Convention, John Dillon taking over the IPP leadership.
In the past the IPP only faced opposition from candidates at conventions within the Home Rule movement.
He foresaw that the IPP, undermined by the AOH, was on a fatal radical path which would frustrate any All-Ireland Home Rule settlement.
Home Rule became technically assured after a new Home Rule bill was introduced in 1912 with the IPP holding the balance of power at Westminster.

The conservative nationalist National League Party operated between 1926 and 1931, founded by former IPP MPs Captain William Redmond ( son of Irish National League and IPP leader John Redmond ) and Thomas O ' Donnell.
On Parnell's death that year and the ensuing IPP split, he remained aloof from aligning himself with either side of the Party, either the rump pro-Parnellite Irish National League ( INL ) led by John Redmond MP or with the anti-Parnellite Irish National Federation ( INF ) group under John Dillon, although he saw the weight of strength in the latter.
Standing as an ILLA candidate on a labour platform, " D. D .", as he was popularly known, defeated the official Irish Parliamentary Party ( IPP ) candidate at a United Irish League Convention for the selection of a parliamentary candidate for Mid-Cork on the death of Dr C. Healy was extremely embittered by the fact that both his brothers and his followers were purged from the IPP list in the 1900 general election, and that his support for Redmond in the re-united party went unrewarded, on the contrary Redmond soon found it wiser to conciliate with Dillon.

Four of their Irish seats were a part of the arrangement brokered by Cardinal Logue between Sinn Féin and the IPP to avoid Unionist victories in Ulster, a deal which saved some seats for the party but may have cost it the support of Protestant voters elsewhere.
They achieved a total of 476, 087 ( 46, 9 %) of votes polled for 48 seats, compared to 220, 837 ( 21, 7 %) votes polled by the IPP for only six seats, who due to the " first past the post " voting system did not win a proportional share of seats.
Though some well known Redmond supporters had joined the Volunteers, the attitude of Redmond and the Party was largely one of opposition, though by the Summer of 1914, it was clear the IPP needed to control the Volunteers if they were not to be a threat to their authority.
The Rising began the decline of constitutional nationalism as represented by the IPP and the ascent of a more radical separatist form of Irish nationalism.
In the North East, and especially in Belfast, the IPP had more or less held their ground against the Sinn Féin insurgency, ( Éamon de Valera soundly beaten by Joe Devlin in the Falls division ).
A short lived National Centre Party was formed in 1932, absorbing the remnants of the conservative Farmers ' Party and led by Frank MacDermot and James Dillon ( son of IPP leader John Dillon ).

Having done much to damage the popular image and authority of constitutional nationalism, Healy after the Easter Rising was convinced that the IPP and Redmond were doomed and slowly withdrew from the forefront of politics, making it clear in 1917 that he was in general sympathy with Arthur Griffith's Sinn Féin movement, but not with physical force methods.
