At the time of the SDP's creation, Owen and Rodgers were sitting Labour Members of Parliament ( MPs ); Jenkins had left Parliament in 1977 to serve as President of the European Commission, while Williams had lost her seat in the 1979 general election.

The origin of the party can be traced back to the ideological divisions in the Labour Party in the 1950s ( with its forerunner being the Campaign for Democratic Socialism established to support the Gaitskellites ), but publicly lies in the 1979 Dimbleby Lecture given by Roy Jenkins as he neared the end of his presidency of the European Commission.

Jenkins ' Grave In December 1997, he was appointed chair of a Government-appointed Independent Commission on the Voting System, which became known as the " Jenkins Commission ", to consider alternative voting systems for the UK.

The Jenkins Commission report in October 1998 suggested implementing the Alternative Vote Top-up ( also called Alternative Vote Plus or AV +) in parliamentary elections.

While it was rumored that a man named Jenkins had once pastured some livestock at the site of the Capitol ( and thus his name was associated with the site ), artist John Trumbull, who would paint several murals inside the Capitol's rotunda, reported in 1791 that the site was covered with a thick wood, making it an unlikely place for livestock to graze.

Who Jenkins was and how his name became associated with the hill, as reported by L ' Enfant, remains unclear.
