Henry Charles Keith Petty-Fitzmaurice, 5th Marquess of Lansdowne ( 4 January 1845 – 3 June 1927 ) was a British politician and Irish peer who served successively as the fifth Governor General of Canada, Viceroy of India, Secretary of State for War, and Secretary of State for Foreign Affairs.
The great grandson of the British Prime Minister Lord Shelburne ( later 1st Marquess of Lansdowne ), and the eldest son of the 4th Marquess of Lansdowne and his wife, Emily, 8th Lady Nairne, Henry Charles Keith Petty-Fitzmaurice was born in London in 1845.
As British Foreign Secretary, he signed the 1902 Anglo-Japanese Alliance at his London home ( now the Lansdowne Club ) and negotiated the 1904 Anglo-French Entente Cordiale with the French foreign minister, Theophile Delcassé.
The manuscript was in the hands of White Kennett, and as a result it is not with Aubrey's other collections in the Bodleian: it is in the British Library, as Lansdowne MS. 231.

The only older peerage titles in the British Isles are: Baron Kerry and Lixnaw ( 1181, held by the Marquess of Lansdowne ), Baron Offaly ( 1199, later creation held by the Duke of Leinster ), and Baron Kingsale ( circa 1223 ) in the Peerage of Ireland, and Earl of Mar ( predates 1115 ) and Earl of Sutherland ( 1230 ) in the Peerage of Scotland.

One strong argument is that Lansdowne, Secretary of State for War, did not believe the Boers were preparing for war, and also believed that if Britain were to send large numbers of troops, it would strike too aggressive a posture and so prevent a negotiated settlement being reached or even encourage a Boer attack.
