The Morrill Land-Grant College Act was approved by the U. S. Congress, and in 1863 the Missouri Legislature accepted this opportunity to set up a new type of higher education within the state.

The preeminent institution established by the six-generation Rockefeller family, it was founded by John D. Rockefeller (" Senior "), along with his son John D. Rockefeller, Jr. (" Junior "), and Senior's principal business and philanthropic advisor, Frederick Taylor Gates, in New York State May 14, 1913, when its charter was formally accepted by the New York State Legislature.

Husted of the New York Guard, trustee of Peekskill Military Academy ; president of New York State Society of the Sons of the American Revolution, of the Pilgrims Society from 1918 until his death, of the St. Nicholas Society, and of the Union League for seven years ( member since 1868 and elected honorary life member at the close of his presidency ); an officer of the French Légion d ' honneur ; vice president of New York Chamber of Commerce 1904-08 ( member since 1885 ).

When the California Legislature established the State Park Commission in 1927, Wilbur was named to the original commission, along with Major Frederick Russell Burnham, W. F. Chandler, William Edward Colby, and Henry W. O ' Melveny.

During the Seventy-ninth Texas Legislature, Deuell passed legislation that will ensure firefighters and other first responders who contract diseases in the line of duty receive the benefits they deserve ( Senate Bill 310 ), created a statewide stroke emergency plan with the Texas Stroke Act ( Senate Bill 330 ), authorized a medical dispatch program for rural areas ( Senate Bill 523 ) and set up a Medicaid buy-in program for the working disabled ( Senate Bill 565 ).

On November 10, 1969, the California State Legislature passed Assembly Bill 584 authorizing the District to develop a transportation facility plan for implementing a mass transportation program in the Golden Gate Corridor.
