As active PUK Peshmerga put down their weapons, elder Peshmerga veterans began filling more political PUK roles.

In total the PUK won the most votes during in these 3 provinces together with a total of 765, 544 votes ( 43. 4 %) however they won only 48 seats while the KDP with 741, 483 votes ( 42 %) won 62 seats.

Following the First Gulf War, Iraqi Kurdistan fell into a state of civil war between the two major Kurdish parties the KDP and the PUK, and their Peshmerga forces were used to fight each other.
They were able to secure the selection of Jalal Talabani ( the PUK leader ) as President of Iraq, while Massoud Barzani ( the KDP leader ) became President of Iraqi Kurdistan.
This time they were allied with the KDP and attacked PUK and PKK positions in an attempt to force a cease-fire between the factions.
