L ' Enfant had already written to President Washington, asking to be commissioned to plan the city, but a decision on the capital was put on hold until July 1790 when the 1st Congress passed the Residence Act.

Residence Life is divided into thirteen communities which are staffed by a graduate hall director and a staff of RAs ( resident advisers ) who facilitate community building and assume administrative responsibilities.

Cuiheng is home to Former Residence of Dr. Sun Yat-sen ( 孫中山故居 ) and the Sun Yat-sen Residence Memorial Museum ( 孫中山故居紀念館 ), which was built next to the residence in 1956.
