Bayard died at his daughter ’ s home in Dedham, Massachusetts on September 29, 1898, and is buried in the Old Swedes Episcopal Church Cemetery at Wilmington.

His Marrow of Tradition was based on the Wilmington Massacre of 1898, when whites took over the city and threw out the elected biracial government.

On December 15, 2005, the 1898 Wilmington Race Riot Commission noted in its draft report that Daniels ' involvement in the overthrow of the elected city government of Wilmington, NC, by actively promoting white supremacy in The News and Observer was so significant that he has been referred to as the " precipitator of the riot.

When George Washington visited Wilmington in 1783, Broom urged him to " contribute your advice and influence to promote that harmony and union of our infant governments which are so essential to the permanent establishment of our freedom, happiness and prosperity.

Believing the establishment of schools " is, on all hands, justly acknowledged to be an object of first importance ," he worked for the improvement of education in Wilmington.

These included an increase in judicial salaries and significant improvements in the judicial pension system, establishment of full-time Courts of Common Pleas in Kent and Sussex Counties, enduring support for the creation of the present separate Supreme Court of Delaware and extensive improvements and enlargements of the judicial facilities in both the Public Building in Wilmington and the Kent County Courthouse.
