A second bill was introduced to Congress by Rhode Island Representative Thomas Jenckes on February 25, 1870, and both the Senate and House passed the bill.

President Ulysses S. Grant then signed the bill into law on June 22, 1870.

In February 1867, Roundell Palmer again brought the problem of having two separate court systems to Parliament's attention, and in March 1870 Lord Hatherley introduced a bill to create a single, unified High Court of Justice.

On July 2, 1870, Sumner moved to amend a pending bill in a way that would strike the word " white " wherever in all Congressional acts pertaining to naturalization of immigrants.

" Sumner's bill failed, and from 1870 to 1943, and in some cases as late as 1952, Chinese and other Asians were ineligible for U. S. citizenship.
