The Prime Time Access Rule, which took effect in 1971, barred networks from broadcasting in the 7-8 p. m. time slot immediately preceding prime time, opening up time slots for syndicated programming.
By 1971, the FCC introduced the Prime Time Access Rule, which freed local network affiliates in the top 50 markets ( in practice, the entire network ) to take a half hour of prime time from the networks on Mondays through Saturdays and one full hour on Sundays.
Eventually, the federal regulator enacted the Prime Time Access Rule, which restricted the amount of time that the networks could air programs ; officials hoped the rules would foster the development of quality local programs, but in practice, most local stations did not want to bear the burden of producing many of their own programs, and instead chose to purchase programs from independent producers.
