The goal of world domination was only ever stated in You Only Live Twice, and SPECTRE was working not for itself but for an unnamed Asian government whose two representatives Blofeld speaks to during the movie ; perhaps Red China, who earlier backed Goldfinger.

The name Piz Gloria originated in Ian Fleming's James Bond novel On Her Majesty's Secret Service ( 1963 ), wherein the hideout of the villain, Ernst Stavro Blofeld, is Piz Gloria, a mountain-top building containing an allergies investigation clinic.

The organisation's third appearance is in On Her Majesty's Secret Service where Blofeld, hired by an unnamed country or party ( though the Soviet Union is implied ) is executing a plan to ruin British agriculture.

In On Her Majesty's Secret Service ( 1963 ) Bond learns that Blofeld has radically altered his appearance — he is now tall and thin ; has reduced his weight to ; sports long silver hair, an infection on his nose, and no earlobes ; and wears dark green tinted contact lenses.

On the pretext that a genetically-inherited minor physical abnormality ( a lack of earlobes ) needs a personal confirmation, Bond impersonates a College of Arms representative, Sir Hilary Bray to visit Blofeld's lair atop Piz Gloria, where he finally meets Blofeld.

Although Blofeld is present in Thunderball, he directs operations from a distance and as such he and Bond never meet and On Her Majesty's Secret Service constitutes his and Bond's first meeting.
