Allan Dwan ( April 3, 1885 – December 28, 1981 ) was a pioneering Canadian-born American motion picture director, producer and screenwriter.

At the Berlin Conference of 1885, the fact that Kigoma had been established and supplied from Zanzibar and Bagamoyo led to the inclusion of East Africa into the territory of the Conventional Basin of the Congo, to Belgium's advantage.

At the Berlin Conference of 1884 – 1885 the Congo was attributed solely to Leopold II of Belgium, who named the territory the Congo Free State.

Although the Open Door is generally associated with China, it was recognized at the Berlin Conference of 1885, which declared that no power could levy preferential duties in the Congo.

The missions, including those of Stanley and Livingstone, were partly financed by King Leopold II of Belgium who established the Congo Free State under his personal rule on 2 May 1885.
