Recognition by the United Kingdom in the 1904 Entente Cordiale of France's " sphere of influence " in Morocco provoked a German reaction ; the " crisis " of 1905 – 1906 was resolved at the Algeciras Conference ( 1906 ), which formalized France's " special position " and entrusted policing of Morocco jointly to France and Spain.

The Algeciras Conference of 1906 took place in Algeciras, Spain, and lasted from January 16 to April 7.

The final Act of the conference of Algeciras, signed on April 7, 1906 covered the organization of Morocco's police and customs, regulations concerning repressing the smuggling okkf armaments, and concessions to the European bankers from a newly formed State Bank of Morocco, issuing banknotes backed by gold, with a 40-year term.

At that time, Al Muqri was the country's representative to the 1906 Algeciras Conference at which Germany's demand for a say in Moroccan affairs was rejected in favor of France and Spain.
