Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the President is authorized to award posthumously appropriate medals and certificates to Chaplain George L. Fox of Gilman, Vermont ; Chaplain Alexander D. Goode of Washington, District of Columbia ; Chaplain Clark V. Poling of Schenectady, New York ; and Chaplain John P. Washington of Arlington, New Jersey, in recognition of the extraordinary heroism displayed by them when they sacrificed their lives in the sinking of the troop transport Dorchester in the North Atlantic in 1943 by giving up their life preservers to other men aboard such transport.

Those chaplains were LT George L. Fox, Methodist ; LT Alexander D. Goode, Jewish ; LT John P. Washington, Roman Catholic ; and LT Clark V. Poling, Dutch Reformed.

In October 1942, he was transferred to Camp Myles Standish in Taunton, Massachusetts and reunited with Chaplains Fox, Poling and Washington, who were classmates at Harvard.

Clark V. Poling was born August 7, 1910 in Columbus, Ohio, the son of Evangelical Minister Dan Poling, who was rebaptized in 1936 as a Baptist minister.

Harold Arthur " Red " Poling ( October 14, 1925 – May 12, 2012 ) was a U. S. automobile businessman.

In 1993 Poling was awarded the Lone Sailor Award by the U. S. Navy Memorial Foundation for his naval career.

Poling received the Outstanding Artist in Music Fellowship in 2000 from the State of Louisiana and the Music Fellowship from the Shreveport Regional Arts Council in 1996.
