" The Convention, however, nowhere lists the right to succeed to the Crown as a human right ; therefore, the challenge was rejected.

The number of ratification for the entry-into force of the Ban Amendment is under debate: Amendments to the convention enter into force after ratification of " three-fourths of the Parties who accepted them " 17. 5 ; so far, the Parties of the Basel Convention could not yet agree whether this would be three fourth of the Parties that were Party to the Basel Convention when the Ban was adopted, or three fourth of the current Parties of the ConventionReport of COP 9 of the Basel Convention.

Importantly, the Convention is legally binding ; countries that join it (' Parties ') are obliged to implement its provisions.

General limitations about the structure and philosophy of CITES include: by design and intent it focuses on trade at the species level and does not address habitat loss, ecosystem approaches to conservation, or poverty ; it seeks to prevent unsustainable use rather than promote sustainable use ( which generally conflicts with the Convention on Biological Diversity ), although this has been changing ( see Nile Crocodile, African elephant, South African white rhino case studies in Hutton and Dickinson 2000 ).

Suggestions for improvement in the operation of CITES include: more regular missions by the Secretariat ( not reserved just for high profile species ); improvement of national legislation and enforcement ; better reporting by Parties ( and the consolidation of information from all sources-NGOs, TRAFFIC, the wildlife trade monitoring network and Parties ); more emphasis on enforcement-including a technical committee enforcement officer ; the development of CITES Action Plans ( akin to Biodiversity Action Plans related to the Convention on Biological Diversity ) including: designation of Scientific / Management Authorities and national enforcement strategies ; incentives for reporting and timelines for both Action Plans and reporting.

( c ) That it has accorded the insurgents recognition as belligerents for the purposes only of the present Convention ; or

On 31 October 2007 the Foreign Relations Committee of the United States Senate, by a vote of 17 to 4, recommended ratification, and President George W. Bush publicly supported U. S. accession to the Convention ; no date has yet been set for action by the full Senate.

The Saudi – Kuwaiti neutral zone, also known as the Divided Zone, was an area of 5, 770 km² between the borders of Saudi Arabia and Kuwait that was left undefined when the border was established by the Uqair Convention of December 2, 1922.

That the Party in revolt against the de jure Government possesses an organized military force, an authority responsible for its acts, acting within a determinate territory and having the means of respecting and ensuring respect for the Convention.
