In November, 1966, Piscataway voters, under the Faulkner Act, approved a Charter Study and elected a Charter Study Commission to recommend the form of Government best suited to Piscataway's needs.

This referendum followed nine months of research and hearings by a Charter Study Commission elected by the residents at a referendum that occurred in November 1989.

A Charter Study Commission was approved by the voters on November 8, 2005, to investigate possible changes to Montville's form of government.

Based on the results of a Charter Study Commission, a recommendation was listed on the November 2007 general election ballot proposing that the township adopt a Faulkner Act ( Mayor-Council ) form of government.
