In December 1852 Johnson realized his dream of passage in the House of his Homestead Act, which even garnered the support of Horace Greeley.

Because of the split in the Conservative Party and because of Disraeli's unpopularity, arising from the budget fight of 1852, which is outlined above, no Conservative reconciliation remained possible so long as Disraeli remained leader in the House of Commons.

While the Whigs were still part of the Opposition under the minority government of the Earl of Derby, John Russell had said, in January 1852, that he intended to introduce a new Reform bill into the House of Commons which would equalize the populations of the districts from which members of Parliament were elected.
