When in 1864 no party proved capable of governing for long, Macdonald agreed to a proposal from his political rival, George Brown, that the parties unite in a Great Coalition to seek federation and political reform.

The problem lay in that Allan and Sir John A. Macdonald highly, and secretly, were in cahoots with American financiers such as George W. McMullen and Jay Cooke, men who were deeply interested in the rival American undertaking, the Northern Pacific Railroad.

After several years of legislative paralysis in the Province of Canada caused by the need to maintain a double legislative majority ( a majority of both the Canada East and Canada West delegates in the Province of Canada ’ s legislature ), Macdonald had led his Liberal-Conservative Party into the Great Coalition with George-Étienne Cartier ’ s Parti bleu and George Brown ’ s Clear Grits.
