Homer Plessy's paternal grandfather was Germain Plessy, a white Frenchman born in Bordeaux c. 1777.

Germain Plessy married Catherine Mathieu, a free woman of color, and they had eight children, including Homer Plessy's father, Joseph Adolphe Plessy.

On 30 November 1776, as Washington was retreating across New Jersey, Howe had written to Lord Germain with plans for the 1777 campaign season.

Howe said that if Germain sent him substantial reinforcements, he could launch various offensives, including sending 10, 000 men up the Hudson River to take Albany, New York.

Germain drew up a plan to continue the war using the existing British bases in Charleston, New York, Savannah and Canada to harass the American coastline and frontiers.

It took advantage of the opportunity to create in Houston an area of vital urban importance, similar to the French Quarter in New Orleans, St. Germain in Paris, and Georgetown in Washington, DC.

Hazen's 2nd Canadian Regiment served in the Philadelphia campaign and also at the Siege of Yorktown, and included Edward Antill, a New Yorker living in Quebec City ( who actually led the regiment at Yorktown as Hazen had been promoted to brigadier general ), Clément Gosselin, Germain Dionne, and many others.

When news of this expensive British victory reached London, General William Howe and Lord George Germain, the British official responsible, decided that a " decisive action " should be taken against New York City using forces recruited from throughout the British Empire as well as troops hired from small German states.
