A report by John Dower, secretary of the Standing Committee on National Parks, to the Minister of Town and Country Planning in 1945 was followed in 1947 by a Government committee, this time chaired by Sir Arthur Hobhouse, which prepared legislation for national parks, and proposed 12 national parks.

The matter came back to the Divisional Court ( Hobhouse LJ, Collins J and Moses LJ ) which ruled on 31 July 1997 that the UK had committed a sufficiently serious breach of Community law in passing the offending provisions of the Merchant Shipping Act 1988, and that that breach gave rise to damage for which Factortame should be compensated.

Emily Hobhouse ( 9 April 1860 – 8 June 1926 ) was a British welfare campaigner, who is primarily remembered for bringing to the attention of the British public, and working to change, the deprived conditions inside the British concentration camps in South Africa built for Boer women and children during the Second Boer War.

South Africa contributed liberally towards this effort, and an amount of more than £ 17, 000 was collected by Mrs. President Steyn ( who was to remain a lifelong friend ) and sent to Hobhouse for this purpose.

The resulting Hobhouse Report was the basis for the National Parks and Access to the Countryside Act 1949.

This report, and a subsequent one by Sir Arthur Hobhouse, laid the foundations for the National Parks and Access to the Countryside Act 1949 which created the National Park system.

Much was accomplished in regard to endowed schools, but the efforts of Hobhouse and his fellow commissioners received a check in 1871, when the House of Lords rejected their scheme for remodelling the Emanuel Hospital, Westminster.

Whitley Stokes, secretary in the legislative department, was mainly responsible for the measures passed during Hobhouse's term of office, with the important exception of the Specific Relief Act, 1877, in which Hobhouse as an equity lawyer took an especial interest, and a revision of the law relating to the transfer of property, which became a statute after he left India.

Sir John Cam Hobhouse wrote his thoughts down in his diary: " In spite of the allusions to the creative will of God the cosmogony is atheistic — at least the introduction of an author of all things seems very like a formality for the sake of saving appearances — it is not a necessary part of the scheme ".

There followed a controversy which was distasteful to Hobhouse, and with little regret he retired in 1872 in order to succeed Sir James Fitzjames Stephen as law member of the council of the Governor-General of India.

Of strong liberal sentiment, Hobhouse had small sympathy with the general policy of the government of India during the opening of Lord Lytton's viceroyalty.

In a case from India in 1899 ( 26 Indian Appeals, Law Reports 113 ) which necessitated the review of a number of conflicting decisions of the Indian courts, Hobhouse settled a long disputed point in Hindu law and decided, contrary to much tradition, that when an individual person was adopted as an only son, the fact of adoption should be legally recognised and the parents ' plenary powers admitted.

F. A. Hayek wrote that Hobhouse's book would have been more accurately titled Socialism, and Hobhouse himself called his beliefs " liberal socialism ".

Hobhouse held out hope that Liberals and what would now be called the social democrat tendency in the nascent Labour party could form a grand progressive coalition.

Hobhouse was often disappointed that fellow collectivists in Britain at the time also tended to be imperialists.

The view expressed at first instance by HHJ Southwell QC in Creasey v Breachwood that English law " definitely " recognised the principle that the corporate veil could be lifted was described as a heresy by Hobhouse LJ in Ord v Bellhaven, and these doubts were shared by Moritt V-C in Trustor v Smallbone ( No 2 ): the corporate veil cannot be lifted merely because justice requires it.

Hobhouse believed that rigid class distinctions could be dissolved and middle class citizenship generalized through a careful understanding of social mechanisms.
