When Luciano arrived in Genoa from Cuba on April 11, 1947, he was arrested and sent to a jail in Palermo.

However, Luciano secretly moved to Cuba, where he worked to resume control over American Mafia operations.

According to Luciano ’ s evidence, and he is the only one who ever recounted details of the events in any detail, he confirmed that he was appointed as kingpin for the mob, to rule from Cuba until such time as he could find a legitimate way back into the U. S. Entertainment at the conference was provided by, among others, Frank Sinatra who flew down to Cuba with their friends, the Fischetti brothers.

In December 1946, Adonis and Luciano met at the famous Havana Conference of U. S. organized crime bosses in Cuba.

" In late September, Luciano obtained two Italian passports issued in his real name, Salvatore Lucania, with visas for Mexico, Cuba, and several South American nations.

Meeting with Luciano in his room at the Hotel Nacional, Genovese told him that the U. S. government knew that Luciano was in Cuba and was pressuring the Cuban Government to expel him.

Positive that Genovese had tipped off the US government to his presence in Cuba, Luciano finally snapped.

The U. S. government then halted all shipments of medical supplies to Cuba while Luciano was still on the island.

While Luciano knew that Vito Genovese had tipped off the U. S. government to his whereabouts in Cuba, he did not live to find out was that it was " Joe Bananas " Bonanno who tipped off the New York City papers to Luciano's whereabouts in Cuba in February 1947.

and Pierre Canavese who had been previously deported from the U. S. to Italy but had subsequently entered Cuba by means of a fraudulent passport and was closely associated with Lucky Luciano

Notable cases of violence targeting individuals include that of Luciano Nieves, who was murdered after advocating peaceful coexistence with Cuba, and WQBA-AM news director Emilio Milian who survived a car bomb but lost his legs after he publicly condemned Cuban exile violence.

Two points of note here: First, the 1946 conference was the last time the American Mafia's Top " Boss of bosses " Charles " Lucky " Luciano could have the full-expression of his power mean something, because earlier in 1946 he'd been deported from America back to Italy, but got to the Cuba conference on a forged passport.
