For some the appointment of Peter des Roches as justiciar was an important factor, as he was considered an " abrasive foreigner " by many of the barons.

A week after his consecration he again appeared before the king with the barons and bishops, this time threatening Henry with excommunication if he refused to dismiss his councillors, particularly Peter des Roches, Bishop of Winchester.
