The Office of the United Nations High Commissioner for Refugees ( UNHCR ), also known as The UN Refugee Agency is a United Nations agency mandated to protect and support refugees at the request of a government or the UN itself and assists in their voluntary repatriation, local integration or resettlement to a third country.

The World Refugee Survey 2008, published by the U. S. Committee for Refugees and Immigrants, estimates that 110, 600 Somali refugees lived in Yemen in 2007, which is a fraction of the estimated 700, 000-strong Somali nationals already living and working in Yemen.

It succeeded the earlier International Refugee Organization and the even earlier United Nations Relief and Rehabilitation Administration ( which itself succeeded the League of Nations ' Commissions for Refugees ).

UNHCR's mandate has gradually been expanded to include protecting and providing humanitarian assistance to what it describes as other persons " of concern ," including internally displaced persons ( IDPs ) who would fit the legal definition of a refugee under the 1951 Refugee Convention and 1967 Protocol, the 1969 Organization for African Unity Convention, or some other treaty if they left their country, but who presently remain in their country of origin.

The United States Refugee Act of 1980 ( Public Law 96-212 ) was an amendment to the earlier Immigration and Nationality Act and the Migration and Refugee Assistance Act, and was created to provide a permanent and systematic procedure for the admission to the United States of refugees of special humanitarian concern to the U. S., and to provide comprehensive and uniform provisions for the effective resettlement and absorption of those refugees who are admitted.

The main objectives of the act were to create a new definition of refugee based on the one created at the UN Convention and Protocol on the Status of Refugees, raise the limitation from 17, 400 to 50, 000 refugees admitted each fiscal year, provide emergency procedures for when that number exceeds 50, 000, and to establish the Office of U. S. Coordinator for Refugee Affairs and the Office of Refugee Resettlement.

The Act created the position of U. S. Coordinator for Refugee Affairs who was now responsible to the president for the development of overall U. S. refugee admission and resettlement policy.

Title IV of the Immigration and Nationality Act was amended here when the Act created the Office of Refugee Resettlement, which is responsible for funding and administering federal programs for domestic resettlement and assistance to refugees.

Other recent operatic parts written for the countertenor voice include Edgar in Aribert Reimann's Lear ( 1978 ), the title role in Philip Glass's Akhnaten ( 1983 ), Claire in John Lunn's The Maids ( 1998 ), the Refugee in Jonathan Dove's Flight ( 1999 ), and Trinculo in Thomas Adès's The Tempest ( 2004 ).

Selected on 27 April 1975, the installation served as one of four main U. S. Vietnamese Refugee Processing Centers operated by the Interagency Task Force for Indochina Refugees, where base personnel housed and processed more than 10, 000 Southeast Asian refugees, the first 374 of which arrived on board a Northwest Orient Boeing 747 on 4 May 1975.

The student run organization, Luzicare, has raised awareness and money for the malaria problem in the Republic of Sierra Leone, and the Iraqi Refugee Awareness Movement ( IRAM ) has raised awareness and money for the 4. 4 million Iraqi refugees displaced during the Iraq War ; this movement is first of its kind on a college campus .< ref >

It is also supported by the principles found in paragraph 171 of the Handbook on Procedures and Criteria for Determining Refugee Status which was issued by the Office of the United Nations High Commissioner for Refugees ( UNHCR ).

It is separate from UNHCR, ( 1950 ), the UN Refugee Agency, which is the only other UN agency aiding refugees, dedicated to aiding all refugees in the world.

In 1988, Bhutan was reported to have evicted some number of Nepali-speaking residents ( Bhutanese reports say about 5, 000 and Refugee reports says over 100, 000 ) from districts in southern Bhutan, creating a large refugee community that is now being detained in seven temporary United Nations refugee camps in Nepal and Sikkim.

In the United Kingdom World Refugee Day is celebrated as part of Refugee Week.

Refugee Week is a nationwide festival designed to promote understanding and to celebrate the cultural contributions of refugees, and features many events such as music, dance and theatre.

Under the Refugee and Asylum Seekers Initiative, the Fund is committed to spending up to £ 10 million to raise awareness and highlight the needs and issues of young refugee and people seeking asylum.

Avi Shlaim, professor of international relations at the University of Oxford, and himself a New Historian, writes that Morris investigated the 1948 exodus of the Palestinians " as carefully, dispassionately, and objectively as it is ever likely to be ", and that The Birth of the Palestinian Refugee Problem is an " outstandingly original, scholarly, and important contribution " to the study of the issue.
