In 1949, the Soviet Union, Bulgaria, Czechoslovakia, Hungary, Poland, and Romania founded the Comecon in accordance with Stalin's desire to enforce Soviet domination of the lesser states of Central Europe and to mollify some states that had expressed interest in the Marshall Plan, and which were now, increasingly, cut off from their traditional markets and suppliers in Western Europe.

In 1969, during the early years of the Ceauşescu era, he returned to spend his last days in his native Romania, where he served as director of the Institute for Scientific and Technical Creation ( INCREST ) and in 1971 reorganized, along with professor Elie Carafoli, the Department of Aeronautical Engineering of the Polytechnic University of Bucharest, spinning it off from the Department of Mechanical Engineering.

In March 1989, several leading activists of the Romanian Communist Party ( PCR ) protested in a letter that criticized the economic policies of Nicolae Ceauşescu, but shortly thereafter Ceauşescu achieved a significant political victory: Romania paid off its external debt of about US $ 11 billion several months before the time that even the Romanian dictator expected.
