After working for Studds for a year, Hoeffel challenged four-term Republican incumbent Daniel Beren for a seat in the Pennsylvania House of Representatives, representing the 153rd legislative district, in 1974.

On July 20, 1983, Representatives Dan Crane, a Republican from Illinois, and Gerry Studds, a Democrat from Massachusetts, were censured by the House of Representatives for their involvement in the 1983 Congressional page sex scandal.

On July 14, 1983 the House Ethics Committee recommended that Rep. Dan Crane ( R-IL ) and Rep. Gerry Studds ( D-MA ) be reprimanded for having engaged in sexual relationships with minors, specifically 17-year-old congressional pages.

As his censure was read, Studds faced the Speaker who was reading the motion, with his back to the other House members.

Following graduation, Studds was a foreign service officer in the State Department and then an assistant in the Kennedy White House, where he worked to establish a domestic Peace Corps.

Studds was a central figure in the 1983 Congressional page sex scandal, when he and Representative Dan Crane were each separately censured by the House of Representatives for an inappropriate relationship with a congressional page — in Studds ' case, a 1983 homosexual relationship with a 17-year-old male.

During the course of the House Ethics Committee's investigation, Studds publicly acknowledged his homosexuality, a disclosure that, according to a Washington Post article, " apparently was not news to many of his constituents.

The House voted to censure Studds, on July 20, 1983, by a vote of 420-3.

In addition to the censure, the Democratic leadership stripped Studds of his chairmanship of the House Merchant Marine Subcommittee.

( Seven years later, in 1990, Studds was appointed chair of the House Committee on Merchant Marine and Fisheries.

Studds was re-elected to the House six more times after the 1983 censure.

:"... I have foremost in my mind the need to protect, to the extent it is still possible given the committee's action, the privacy of other individuals affected by these allegations ," said Studds.

The Gerry E. Studds Stellwagen Bank National Marine Sanctuary, which sits at the mouth of Massachusetts Bay, is named for Studds.

In 1973, he became a legislative aide to Representative Gerry Studds of Massachusetts, for whom Hoeffel did research on foreign overfishing.

Initially a teacher, Sasso began his political career as an organizer for Congressman Gerry Studds, and gained note as an organizer for Ted Kennedy in the 1980 Iowa primaries.

Studds gave up his right to a public hearing reluctantly, saying that he objected to the conclusions of the Ethics Committee but wanted to protect the privacy of the pages involved and that the affair was a " mutually voluntary, private relationship between adults.

Although Studds said he disagreed with the committee's findings of improper sexual conduct, he waived his right to public hearings on the allegations in order to protect the privacy of those involved:

: Studds said that deciding not to have a hearing " presented me with the most difficult choice I have had to make in my life.

Studds and partner Dean T. Hara ( his companion since 1991 ) were married in Boston on May 24, 2004, one week after same-sex marriages became legal in Massachusetts.
