Isaac Ingalls Stevens ( March 25, 1818 – September 1, 1862 ) was the first Governor of Washington Territory, a United States Congressman, and a brigadier general in the Union Army during the American Civil War until his death at the Battle of Chantilly.

When the Civil War began in 1861, following the Union defeat at the First Battle of Bull Run, Stevens was commissioned in the Army again.

Stevens was transferred with his IX Corps division to Virginia to serve under Major General John Pope in the Northern Virginia Campaign and the Second Battle of Bull Run.

The Battle of Fort Stevens, July 11-12, 1864, took place in Washington County.

After the Battle of Fort Stevens on July 11, a Union column, consisting of the VI Corps and elements of the XIX Corps under Maj. Gen. Horatio G. Wright, pursued Lt. Gen. Jubal Early's Army of the Valley as it withdrew from the environs of Washington, D. C., through Loudoun County, Virginia.

It came thanks in part to Confederate General Jubal Early and his threat against Washington, D. C. McCook was placed in command of the " Defenses of the Potomac River and Washington " and was in charge of all forces defending the capital at the Battle of Fort Stevens.

On July 7, 1915, Ballard and his wife deeded a small plot near the site of Stevens ' death for the purpose of " allowing any person or persons the privilege of erecting appropriate monuments or markers commemorating the death of any Confederate or Federal Soldier who fell in the battle fought on the Fruit Vale Farm, this battle was fought on the 1st day of September 1862, being known as the Battle of Ox Hill or Chantilly.

One notable exception was the Battle of Fort Stevens in July 1864 in which Union soldiers repelled troops under the command of Confederate General Jubal A.
