The other pretender, an Austrian Habsburg, Archduke Charles, supported by the Holy Roman Empire, England and the Netherlands did not accept Charles II's testament.

The Holy Roman Empire, which was an Elective monarchy, came to be dominated by the Habsburg dynasty, who would turn it into a hereditary position in all but name.

From 1515 to 1523, the Habsburg government in the Netherlands also had to contend with the Frisian peasant rebellion, led first by Pier Gerlofs Donia and then by his nephew Wijerd Jelckama.
