As a bilingual act of parliament, the Canada Act 1982 has the distinction of being the only legislation in French that has been passed by an English or British parliament since Norman French ceased to be the language of government in England.

The Old English language, current until approximately sometime after the time of the Norman Conquest in 1066, had a dative case ; however, the English case system gradually fell into disuse during the Middle English period, when in pronouns the accusative and dative merged into a single oblique case that was also used for all prepositions.

However, the story may well be apocryphal, as it can only be traced to the 16th century, and, in the time of Edward I, the English aristocracy spoke Norman French, not English ( some versions of the legend include lack of knowledge in both languages as a requirement, and one reported version has the very specific phrase " born on Welsh soil and speaking no other language ").

Thus Norman came into use as a language of polite discourse and literature, and this fundamentally altered the role of Old English in education and administration, even though many Normans of the early period were illiterate and depended on the clergy for written communication and record-keeping.

Even now, after nearly a thousand years, the Norman influence on the English language is still apparent, though it did not begin to affect Middle English until somewhat later.

Gradually, the wealthy and the government anglicised again, although Norman ( and subsequently French ) remained the dominant language of literature and law for a few centuries, even after the loss of the majority of the continental possessions of the English monarchy.

The vast differences between Old and Middle English have led some historical linguists to claim that the language underwent creolisation at the time of either the Norse or Norman Conquests, or during both.
