PFLP-GC is considered very close to Syria, and has in effect acted as a Syrian proxy force in Lebanon both during the Lebanese Civil War ( 1975 – 90 ), and after the Syrian occupation of Lebanon after the war.

The PFLP-GC declared that its primary focus would be military, not political, complaining that the PFLP had been devoting too much time and resources to Marxist philosophizing.

Unlike most of the organizations involved in the Rejectionist Front, the PFLP-GC never resumed its role within the PLO.

In 1985, roughly a year after its founding, the AIC was even involved in secret negotiations between the Israeli government, the organization of Ahmad Jibril ( PFLP-GC ) and the Red Cross concerning the exchange of captives between Jibril's organization and Israel.

While no doubt organisations such as the PFLP-GC and the PPSF were also engaged in terrorist activities during the same period, we are satisfied that there was no evidence from which we could infer that they were involved in this particular act of terrorism, and the evidence relating to their activities does not create a reasonable doubt in our minds about the Libyan origin of this crime.

Palestinian groups involved in politically motivated violence include Hamas, the Palestinian Liberation Organization ( PLO ), the Palestinian Islamic Jihad, Fatah, the Popular Front for the Liberation of Palestine ( PFLP ), the Popular Front for the Liberation of Palestine-General Command ( PFLP-GC ), the Democratic Front for the Liberation of Palestine, and the Abu Nidal Organization.

In 1976, after the PFLP-GC supported Syrian attacks on the PLO, an anti-Jibril faction defected from the organization, and created the Palestinian Liberation Front ( PLF ).

By contrast, Ahmad Jibril's Popular Front for the Liberation of Palestine-General Command ( PFLP-GC ), which split away from Habash's organization in 1968, wanted to focus more on the tactical implementation of armed struggle.

From the start, the PFLP-GC was more concentrated on means than ends.

According to MEMRI, in an interview aired on Al-Alam TV on May 15, 2009, PFLP-GC representative in Lebanon Anwar Raja denied the Holocaust, claiming that " the Jews have managed to falsify history " according to their interests and that the figure of 6 million Jews ( killed by the Nazis ) is an " inflation, falsification, and exaggeration ".

Unbeknown to the PFLP-GC cell, its bomb-maker Khreesat was a Jordanian intelligence service ( GID ) agent and reported on the cell's activities to the GID, who relayed the information to Western intelligence and to the BfV.

Acting upon this intelligence, the German secret police moved in to arrest the PFLP-GC cell on 26 October, raiding 14 apartments and arresting 17 men, fearing that to keep them under surveillance much longer was to risk losing control of the situation.

In the 1994 documentary film Maltese Double Cross, the author David Yallop speculated that Libyan and Iranian-paid agents may have worked on the bombing together ; or, that one group handed the job over to a second group upon the arrest of the PFLP-GC cell members.

The former CIA head of counter-terrorism, Vincent Cannistraro, who previously worked on the PA 103 investigation, was interviewed in the film and said he believed the PFLP-GC planned the attack at the behest of the Iranian government, then sub-contracted it to Libyan intelligence after October 1988, because the arrests in Germany meant the PFLP-GC was unable to complete the operation.

But on March 31, 2004 — four months before his death — Foot reverted to the orthodox Iran / PFLP-GC theory in an article he wrote for The Guardian entitled " Lockerbie's dirty secret ".

The Popular Front for the Liberation of Palestine-General Command ( PFLP-GC ) was the first suspect, in light of a threat it issued against U. S. and Israeli interests before the bombing.

This document, which was accepted by the Palestinian National Council ( PNC ) after lobbying by Fatah and DFLP, cautiously introduced the concept of a two-state solution in the PLO, and caused a split in the organization leading to the formation of the Rejectionist Front, where radical organizations such as the PFLP, PFLP-GC, Palestine Liberation Front and others gathered with the backing of Syria, Libya and Iraq to oppose Arafat and the mainstream PLO stance.

He sent his army, along with the Syrian-backed Palestinian factions of as-Sa ' iqa and the Popular Front for the Liberation of Palestine – General Command ( PFLP-GC ) led by Ahmad Jibril to fight alongside the radical right-wing Christian forces against the PLO and the LNM.

The PFLP-GC left the PLO in 1974 to join the Rejectionist Front, protesting what they saw as the PLO's move towards an accommodation with Israel in the Arafat-backed Ten Point Program of the Palestinian National Council ( PNC ).

This left Amal to do the work of dislodging the Arafat loyalists, with some help from Syria's anti-Arafat Palestinian allies, such as As-Sa ' iqa, PFLP-GC and Col. Abu Musa's Fatah al-Intifada.

Secret intercepts were reported by author, David Yallop, to have recorded the Iranian Revolutionary Guards ( Pasdaran ) in Baalbeck, Lebanon making contact with the PFLP-GC immediately after the downing of the Iran Air Airbus.

The external leadership of Hamas, the Palestine Islamic Jihad ( PIJ ), the Popular Front for the Liberation of Palestine ( PLFP ), and the Popular Front for the Liberation of Palestine-General Command ( PFLP-GC ), among others, were based in Damascus and operated within Syria's borders.

In late October 2005, the Lebanese Army surrounded camps of the PFLP-GC in a tense standoff, after Lebanese authorities claimed that the PFLP-GC was receiving Syrian arms across the border.

The PFLP-GC was responsible for the Avivim school bus massacre in 1970 and the Kiryat Shmona massacre in 1974.

The PFLP was led by former ANM-leader George Habash, but in April 1968 Jibril split from this group to form the Popular Front for the Liberation of Palestine-General Command ( PFLP-GC ), which returned to the strongly pro-Syrian position of the former PLF.

This eventually led to a reestablishment of the PLF, as the organization broke apart after Jibril's PFLP-GC had followed Syria into battle against the Palestine Liberation Organization ( PLO ) in 1976, during the Lebanese Civil War.

On April 24, 1977, the PFLP-GC deserters formed the new PLF, under the leadership of Muhammad Zaidan ( Abu Abbas ) and Tal ' at Ya ' qub.

Sporadic fighting continued between PFLP-GC and PLF, and included an August 1977 bombing of the PLF headquarters, which killed some 200 people.

The attack was one of the first carried out by the PFLP-GC.

The PFLP and DFLP subsequently both spawned a number of breakaway factions, such as the PFLP-GC, the PLF and the FIDA.

Initially Syria encouraged its own Palestinian groups to compete in the process, facilitating the entrance of as-Sa ' iqa, PFLP-GC, and pro-Syrian Fatah members under Abu Musa.
