The group argued that the Oslo negotiations were undemocratic, excluded the PLO from decision-making and deprived the Palestinians of their legitimate rights, but in contrast to most other Alliance members they did not oppose a two-state solution as such.

Because the agreements were concluded without participation of UN and PLO and the UN General Assembly found that they did not comply with the Palestinian right of return, of self-determination and to national independence and sovereignty, and also condoned continued Israeli occupation, the Framework for Peace in the Middle East was rejected.

Although the Israelis did succeed in driving the PLO from Beirut and out of Lebanon, they had to remain within southern Lebanon for the next 18 years to secure a buffer zone between other terrorist groups supported by Syria operating in Lebanon and Israel.

The IDF did not succeed in engaging large numbers of PLO forces who retreated to the north.

The PLO did not live up to the agreement, and instead came to be seen more and more as a state within a state in Jordan.

At the time, the PLO was based in Tunis and did not have control over any part of Palestine.

Amal was heavily backed by Syria and indirectly supported by Israel, whereas the PLO did not enjoy much outside support.

He was an opponent of Israel but did also criticize the PLO for endangering Lebanese civilians with their attacks.

These measures plus the improvement in Israel's relations with Egypt and Jordan, the renunciation of terrorism by the Palestine Liberation Organization, the on-going peace talks between the PLO and Israel, the collapse of the communist states in East Europe, which reduced the scope for sanctuaries for terrorists, and the more cautious attitude of countries such as Libya and Syria after the U. S. declared them State-sponsors of international terrorism, the collapse of ideological terrorist groups such as the Red Army Faction and the tightening of civil aviation security measures by all countries have arrested and reversed the steep upward movement of hijackings.

This document, which was accepted by the Palestinian National Council ( PNC ) after lobbying by Fatah and DFLP, cautiously introduced the concept of a two-state solution in the PLO, and caused a split in the organization leading to the formation of the Rejectionist Front, where radical organizations such as the PFLP, PFLP-GC, Palestine Liberation Front and others gathered with the backing of Syria, Libya and Iraq to oppose Arafat and the mainstream PLO stance.

In 1978 the DFLP temporarily switched sides and joined the Rejectionist Front after clashing with Arafat on several issues, but it would continue to serve as a mediator in the factional disputes of the PLO.

In 1999, at a meeting in Cairo, the DFLP and the PFLP agreed to cooperate with the PLO leadership in final status negotiations with Israel.

On April 6, 1972 the Egyptian government severed relations in protest for a Jordanian plan for federation with the West Bank, which didn't take PLO interests unto considerations.

In 1979 an uneasy peace was established with Egypt, based on the Camp David Accords and in 1993 peace treaties were signed with the PLO and in 1994 with Jordan.

In the interim, while armed Lebanese forces under the Maronite-controlled government sparred with Palestinian fighters, Egyptian leader Gamal Abd al-Nasser helped to negotiate the 1969 " Cairo Agreement " between Arafat and the Lebanese government, which granted the PLO autonomy over Palestinian refugee camps and access routes to northern Israel in return for PLO recognition of Lebanese sovereignty.

In the south, military exchanges between Israel and the PLO led Israel to support Saad Haddad's South Lebanon Army ( SLA ) in an effort to establish a security belt along Israel's northern border, an effort which intensified in 1977 with the election of new Israeli prime minister Menachem Begin.

Intra-Palestinian fighting and PLO-Israeli conflict continued, and July 24, 1981, Habib brokered a cease-fire agreement with the PLO and Israel: the two sides agreed to cease hostilities in Lebanon proper and along the Israeli border with Lebanon.

This account was challenged in a book by Aaron Klein, who claims that Al-Gashey died of heart failure in the 1970s, and that Safady was either killed by Christian Phalangists in Lebanon in the early 1980s, or, according to a PLO operative friendly with Safady, is still alive ( as of 2005 ).

The Palestinian National Charter was adopted on May 28, 1964, establishing the Palestine Liberation Organization, in ( east ) Jerusalem along with another document, variously known as the Basic Constitution, Basic Law or Fundamental Law of the PLO, based on an earlier Draft Constitution.

Israel dismissed these statements of moderation from Arafat and the PNC resolution in Algiers, 1988 ( which had been sufficient to open a dialogue with the United States ) as " deceptive propaganda exercises " because ( among other objections ), " the PLO Covenant has not changed.

The original PLO Charter ( issued on 28 May 1964 ) stated that " Palestine with its boundaries that existed at the time of the British mandate is an integral regional unit " and sought to " prohibit ... the existence and activity " of Zionism.

However, evidence throughout history and even during the 1990s and 2000s have shown that the PLO leadership considered any peace made with Israel to be temporary until the dream of Israel's destruction could be realized.

During the 1980s, Arafat received financial assistance from Libya, Iraq and Saudi Arabia, which allowed him to reconstruct the badly battered PLO.

Another factor that pushed the PLO to the accords was the fallout from the Gulf War ; because Arafat took a pro-Iraqi stand during the war, the Arab States of the Persian Gulf cut off financial assistance to the PLO.

The following organizations have been allegedly established with assistance from Eastern Bloc security services: the PLO, the National Liberation Army of Bolivia ( created in 1964 with help from Ernesto Che Guevara ); the National Liberation Army of Colombia ( created in 1965 with help from Cuba ), the Democratic Front for the Liberation of Palestine ( DFLP ) in 1969, and the Secret Army for Liberation of Armenia in 1975.

Indirect Soviet assistance to the Palestinian side of the Israeli – Palestinian conflict included support for Yasser Arafat's Palestine Liberation Organization ( PLO ).

The targets were Mohammad Yusuf al-Najjar ( Abu Yusuf ), head of Fatah's intelligence arm, which ran Black September, according to Morris ; Kamal Adwan, who headed the PLO's so-called Western Sector, which controlled PLO action inside Israel ; and Kamal Nassir, the PLO spokesman.

Yasser Arafat was the Chairman of the PLO Executive Committee from 1969 until his death in 2004.

Other institutions are the Chairman of the Palestine Liberation Organization and the Palestinian Central Council ( PCC ) which consists of 124 members from the PLO Executive Committee, PNC, PLC and other Palestinian organizations.

Furthermore, assassination attempts by radical Palestinian factions within the PLO since the early years of the peace process kept Arafat from expressing full, public support of the peace process or condemnation of terrorism without risking further danger to his own life.

According to Ion Pacepa, Red Brigades primary support allegedly came from the Czechoslovak StB and the Palestine Liberation Organization ( PLO ).

Italian economist Loretta Napoleoni said in a TED Talk that she spoke to a " part-timer " with the Red Brigades who claimed that he used to sail between Lebanon and Italy during summers, ferrying Soviet weapons for a fee from the PLO to Sardinia where the weapons were distributed to " other organizations in Europe.
