The Chinese term 內地, meaning the inland but still translated mainland in English, is commonly applied by SAR governments to represent non-SAR areas of PRC, including Hainan and coastal regions of mainland China, such as " Constitutional and Mainland Affairs " ( 政制及內地事務局 ) and Immigration Departments.
It is clear that the PRC still maintains that " there is only one China in the world " and " Taiwan is an inalienable part of China ", however instead of " the Government of the People's Republic of China is the sole legal government of China ", the PRC now emphasizes that " both Taiwan and the mainland belong to one and the same China ".
However, this term is also objectionable to some because it still implies that there is an issue, which they feel is created only by the PRC.
Taiwanization's influence on the government of the ROC has caused instability: after the Communist Party of China expelled the ROC in the Chinese Civil War from most of Chinese territory in 1949 and founded the PRC, the ROC's Chinese Nationalist government, which still held Taiwan, continued to claim legitimacy as the government of all of China.
The ROC's constitution still raises claims of sovereignty over Mainland China, Hong Kong, and Macau – territories that today constitute the PRC – but, according to some interpretations, also over Mongolia, Tuva ( Russia ), and other, minor areas which today are part of Afghanistan, Myanmar, India and Japan.
The ROC disputes this position, maintaining that it still legitimately exists and that the PRC has not succeeded it to sovereignty.
