Two Pacific Ocean populations are known to exist: one of not more than 130 individuals ( according to the most recent population assessment in 2008 ) whose migratory route is presumed to be between the Sea of Okhotsk and southern Korea, and a larger one with a population between 20, 000 and 22, 000 individuals in the eastern Pacific travelling between the waters off Alaska and Baja California Sur.

It also has maritime borders with Japan by the Sea of Okhotsk, and the U. S. state of Alaska by the Bering Strait.

The Barents Sea, White Sea, Kara Sea, Laptev Sea, East Siberian Sea, Chukchi Sea, Bering Sea, Sea of Okhotsk, and the Sea of Japan are linked to Russia via the Arctic and Pacific.

Tufted Puffins form dense breeding colonies during the summer reproductive season from British Columbia, throughout southeastern Alaska and the Aleutian Islands, Kamchatka, the Kuril Islands and throughout the Sea of Okhotsk.
