In racial terms, the plural majority of Valparaíso's people are mestizo but are commonly called castizos are largely white Caucasian who are distantly descendants of Mapuche, Inca, Aymara and North American Indian descent ( transplanted Cherokees are reported to come in the late 19th century, though it could well be a myth ).

In an earlier case, Shaw v. Reno, 517 U. S. 899 ( 1995 ), the Supreme Court ruled that the 12th district of North Carolina as drawn was unconstitutional because it was created for the purpose of placing African-Americans in one district thereby constituting illegal racial gerrymandering.

The Supreme Court held in the case that as Southern blacks tend to vote for the Democratic Party, North Carolina's 12th congressional district was drawn based upon voting behavior, instead of upon racial characteristics.
