The Works Progress Administration ( renamed during 1939 as the Works Project Administration ; WPA ) was the largest and most ambitious New Deal agency, employing millions of unskilled workers to carry out public works projects, including the construction of public buildings and roads.

By 1935, there were 3, 500, 000 African Americans ( men, women and children ) on relief, almost 35 percent of the African-American population ; plus another 250, 000 African-American adults were working on WPA projects.

The WPA was hesitant to approve the project ; in March, Frank Holcomb, Chairman of the County Commissioners, was opposed to any major additional expenses.

Local Democrats in most cities were heavily dependent on the WPA for patronage ; when it ended in 1943 there was full employment and no replacement job source was created.

The bridge is named for Irvin S. Cobb, who was born in Paducah ; the bridge was built by the WPA.

The first generation encryption scheme WEP proved easy to crack ; the second and third generation schemes, WPA and WPA2, are considered secure if a strong enough password or passphrase is used.

Nearing finally applied for membership in the WPA in December 1924 ; he was, however, initially rejected from membership, living for the next two years as a non-party fellow traveler of the organization.

The New Deal continued infrastructure improvements through the numerous public works projects of the Works Progress Administration ( WPA ) as well as the creation of the Tennessee Valley Authority ( TVA ); brought massive reform to the banking system of the Federal Reserve while investing in various ways in industry to stimulate production and control speculation ; but abandoned protective tariffs while embracing moderate tariff protection ( revenue based 20 – 30 % the normal tariff under this ) through reciprocity, choosing to subsidized industry as a replacement.
