In 1848, the moderate reformers of both Canada East and Canada West, Louis-Hippolyte Lafontaine and Robert Baldwin, won their elections, and Lord Elgin asked them to form a government together.

With the introduction of responsible government in 1848, Robert Baldwin and Louis-Hippolyte Lafontaine became the first truly democratic leaders of what would eventually become the provinces of Ontario and Quebec in present-day Canada, and some modern historians, most notably John Ralston Saul, have promoted the idea that they should be viewed as Canada's true first Prime Ministers.

The general election of January 1848 changed the composition of the House of Assembly in favour of the opposition party, the moderate reformists led by Robert Baldwin and Louis-Hippolyte Lafontaine.

Ministerial responsibility, the principal object of parliamentary struggles conducted by the Parti Canadien in Lower Canada and the Reformers in Upper Canada, becomes a reality in 1848, when Governor Lord Elgin agreed to let the leaders of the majority parties in Canada-East and the Canada-West, Louis-Hippolyte Lafontaine and Robert Baldwin, form their own Executive Council.

Daly was removed from the Executive Council in 1848 when Robert Baldwin and Louis-Hippolyte Lafontaine came to power ; he returned to England and served on a commission of inquiry.

At the general election which followed, the Governor General was sustained by a narrow majority, but in 1848 the Reformers were again returned to power, and he and Lafontaine formed their second administration on March 11 under Lord Elgin and carried numerous important reforms, including the freeing from sectarian control of the University of Toronto and the introduction into Upper Canada of an important municipal system.
